Part of our guide: AI Calling Cost in India: Pricing Models, Real Numbers and ROI

Key takeaways

  • Meta has charged per delivered message since 1 July 2025. India rates on the October 2026 rate card: marketing ₹0.8631; utility, authentication and service ₹0.1150 each.
  • From 1 October 2026, Meta's FAQ says service replies are charged after the first 1,000 free per business phone number per month, and utility templates inside the 24-hour window are charged too.
  • Meta's own pages did not all say the same thing when we checked. Confirm with your provider and the current rate card before budgeting.
  • Providers add a plan fee, a per-message margin or a flat fee per message, so compare total cost, not just Meta's rate.
  • Our worked example of 1,000 marketing, 2,000 utility and 500 support chats comes to ₹1,208.10 in Meta charges, or ₹1,425.56 with 18% GST.

WhatsApp Business API pricing in India is charged per delivered message, at a rate set by Meta for each message category, and from 1 October 2026 that now includes many replies that used to be free. Your bill depends on each message's category, whether it lands in a free window, and what your provider adds. We get asked about it because our AI voice agents send a WhatsApp confirmation after a call, through the business's own WhatsApp provider. Below are Meta's India rates, the October changes, what three providers publish and a worked monthly bill. Every rate was checked on Meta's or the provider's own page on 14 October 2026.

How does WhatsApp Business API pricing work in India?

Meta charges a business for each template message delivered to a WhatsApp user, at a rate that depends on the message category and the user's country code. Meta's pricing page says this per-message model took effect on 1 July 2025, replacing the older conversation-based pricing.

There are two kinds of messages to understand:

  • Template messages are pre-approved formats you can send at any time, including when the customer has not messaged you. Each template sits in one category: marketing (offers, launches, cart reminders), utility (order updates, appointment confirmations, account alerts) or authentication (one-time passwords).
  • Non-template messages are free-form replies, such as text, images or documents. You can send them only inside a 24-hour customer service window that opens each time the customer messages you. Meta calls these service messages.

Messages customers send you are never charged. A customer who writes "Order kab aayega?" opens a 24-hour window, and your reply in that window is a service message.

Most businesses pay through a Business Solution Provider (BSP), which bills Meta's charges plus its own fees, so the same message costs different amounts with different providers.

What changed on 1 October 2026?

Two things changed on 1 October 2026: replies to customers (service messages) became chargeable, and utility templates sent inside an open 24-hour window stopped being free. Meta's non-template messages page states both changes, noting service messages had not been charged since November 2024 and in-window utility messages not since 1 July 2025.

The cushion is in Meta's WhatsApp Business FAQ: "For every business phone number, the first 1,000 service messages are free each month," and Meta charges "as of the 1,001st service message." The non-template page says service messages have no volume tiers, and their rate in each market matches the utility and authentication rate.

Separately, Meta's own AI agent product, Meta Business Agent, has been charged per token since 1 August 2026. Replies from your staff or a third-party chatbot count as service messages instead.

Meta's own pages were not consistent

When we checked on 14 October 2026, Meta's pages disagreed:

Meta page What it said on 14 Oct 2026
WhatsApp Business FAQ Service messages charged from 1 October 2026; first 1,000 per business number per month free
Non-template messages page Service and in-window utility messages charged from 1 October 2026; marked as "upcoming pricing updates"; no mention of the 1,000 free
Main developer pricing page Still said all non-template messages and in-window utility templates are free; rate cards described as "effective July 1, 2026"
Platform pricing page Still said Meta does not charge for service messages

Yet the INR rate card linked from that main page was headed "effective October 1, 2026" and included a service rate, and AiSensy and Gupshup both describe the October charges on their pricing pages. Treat the FAQ and rate card as the current position, and check your provider's invoice for October.

What are Meta's WhatsApp rates for India from October 2026?

Meta's India list rate is ₹0.8631 per marketing message and ₹0.1150 per utility, authentication or service message. These come from the INR rate card linked under "rate cards and volume tiers" on Meta's pricing page, headed "effective October 1, 2026", downloaded and checked on 14 October 2026.

Category (India, +91 users) INR per delivered message USD rate card Typical use
Marketing ₹0.8631 $0.0118 Offers, launches, re-engagement
Utility ₹0.1150 $0.0014 Order updates, booking confirmations, payment reminders
Authentication ₹0.1150 $0.0014 One-time passwords
Authentication-international ₹2.4971 $0.0304 OTPs from eligible businesses based outside India
Service ₹0.1150 $0.0014 Free-form replies inside the 24-hour window

Rates are before provider fees and GST.

The authentication-international rate does not apply to an Indian business messaging Indian customers. Meta's authentication-international page says it applies only when an eligible business is based in a different country from the user.

On these rates, one marketing message costs about seven and a half times a utility message, so category decides most of the bill.

Which WhatsApp messages are still free?

Three kinds of messages cost nothing from Meta: messages customers send you, the first 1,000 service replies per business phone number each month, and messages sent inside a free entry point window.

  • Customer messages. Inbound messages are not charged.
  • First 1,000 service messages. Per business phone number, per month, according to Meta's FAQ.
  • Free entry point window. When someone messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, Meta's pricing page says a 72-hour window opens in which "you can send any type of message to the user at no charge", templates included. The non-template page confirms this window is "unchanged for message delivery" after 1 October.

Some provider pages describe a longer free window for ad chats than Meta's documentation did when we checked, so confirm it with your provider.

Do volume tiers lower the rate?

Yes, but only for utility and authentication messages, and only at very high volumes. Marketing and service messages have no volume tiers. The tiers below are from Meta's INR volume-tier card effective 1 October 2026, linked from the pricing page and checked on 14 October 2026.

India utility messages per month Rate Discount on list
Up to 2.5 crore (25 million) ₹0.1150 List rate
2.5 crore to 5 crore ₹0.1081 6%
5 crore to 10 crore ₹0.1012 12%
10 crore to 20 crore ₹0.0943 18%
20 crore to 30 crore ₹0.0874 24%
Above 30 crore ₹0.0805 30%

Authentication uses the same rates, but its 6% tier starts above 7.5 lakh messages a month. Most small and mid-sized businesses stay on the list rate.

When does Meta change prices, and what about INR billing?

Meta changes rates only on the first day of a quarter: 1 January, 1 April, 1 July or 1 October. Its pricing calendar says so directly, which means your budget only needs a fresh check four times a year.

The same page lists two recent India changes: a higher marketing rate from 1 January 2026 and a higher authentication-international rate from 1 April 2026.

On currency, Meta's pricing page says billing in rupees launched on 1 January 2026 for partners and directly integrated clients whose Sold-To country is India. Those businesses must move every WhatsApp Business account in their portfolio to INR by 31 December 2026. From 1 January 2027, Meta says it will no longer deliver messages from their non-INR accounts. If a provider bills you, ask them to confirm the migration in writing.

What do WhatsApp providers add on top of Meta's rates?

Providers charge for their software and support in one of three ways: a monthly plan plus their own per-message prices, per-message prices that vary by plan, or Meta's charges passed through plus a flat fee per message. Here is what three providers published on their own pages when we checked on 14 October 2026.

Provider What their page showed Marketing (India) Utility Authentication Service
AiSensy Free Forever plan, then Basic ₹1,500/mo, Pro ₹3,200/mo, Premium ₹9,100/mo, Unlimited ₹45,000/mo (monthly billing) ₹1.09 ₹0.145 ₹0.145 ₹0.145 after 1,000 free per number per month
Interakt (Starter plan rates) Per-message rates by plan: Starter, Growth, Advanced ₹0.970 ₹0.160 ₹0.129 ₹0.129
Gupshup WhatsApp fees "billed at actuals", plus a Gupshup fee of $0.001 per message on templates and on session messages in and out Meta rate Meta rate Meta rate Meta rate, first 1,000 free

Interakt's Growth and Advanced plans list slightly lower rates than Starter, and AiSensy lists add-ons such as a chatbot builder separately. The table shows published prices only, not features or service quality. Also check whether a provider's figures include GST and whether incoming messages carry a fee.

What does a typical monthly WhatsApp bill look like?

Here is a hypothetical month for a business with one WhatsApp number, at Meta's India rates. Say a diagnostics lab in Lucknow sends 1,000 marketing messages for a health-checkup offer, 2,000 utility messages for booking confirmations and report-ready alerts, and handles 500 customer chats where staff send four replies each.

Line Messages Meta rate Amount
Marketing templates 1,000 ₹0.8631 ₹863.10
Utility templates 2,000 ₹0.1150 ₹230.00
Service replies (500 chats × 4) 2,000, of which 1,000 free ₹0.1150 ₹115.00
Meta charges ₹1,208.10
GST at 18% ₹217.46
Total with GST ₹1,425.56

The assumptions behind this:

  • One business phone number, so the 1,000 free service messages apply once.
  • All customers are on Indian (+91) numbers, volumes are below any tier, and no message falls in a 72-hour free entry point window.
  • Utility templates are charged whether or not a 24-hour window is open, following the October change.
  • GST is shown at 18% to illustrate the total. How GST applies to your invoices is a question for your accountant.

The assumptions matter. If the 1,000 free service messages did not apply, Meta's charges would be ₹1,323.10 before GST. If the older rules on Meta's main page applied (free service replies, free utility inside the window), the bill would fall to between ₹863.10 and ₹1,093.10, depending on how many utility messages went out inside an open window.

Now add the provider. On AiSensy's published rates, the same month would use ₹1,525 in message credits (1,000 × ₹1.09 plus 3,000 × ₹0.145) on top of a plan such as Basic at ₹1,500 a month. On Gupshup's model, add $0.001 for every template and session message, including the customer's incoming messages, to Meta's ₹1,208.10.

How can you keep the WhatsApp bill down?

The biggest saving is sending each message in the cheapest category that honestly fits it, and using the free windows Meta already gives you. In practice:

  1. Keep confirmations as utility templates. A booking or order confirmation with no offer in it can be utility at ₹0.1150. Add "Get 10% off your next visit" and Meta's template categorisation guidelines treat it as marketing at ₹0.8631.
  2. Do not use marketing templates for transactional updates. Meta runs a recurring check and can move a utility template to marketing after approval, with a template_category_update webhook and email notice. Businesses warned for misuse may get no advance notice. Keep offers and updates in separate templates.
  3. Reply inside free entry point windows. If your leads come from Click-to-WhatsApp ads or a Page button, reply within 24 hours to open the 72-hour free window, and send follow-ups in it.
  4. Watch the 1,000 free service messages. Count replies per number. One complete reply instead of three short ones keeps you under the limit longer.
  5. Segment marketing sends. A message to someone who never cared about the offer costs the same ₹0.8631.
  6. Compare total provider cost at your real volumes, and recheck Meta's rate card each quarter.
Pro tip

Ask your provider for a monthly export of messages by category and by phone number. If marketing makes up a large share of a month you thought was mostly confirmations, a template has probably been re-categorised.

Where WhatsApp fits after a phone call

A call qualifies, books or confirms in conversation; the WhatsApp message puts the date, time, address or payment link in writing. Our agents can send that message straight after the call through your own WhatsApp provider, and the message charges come from that provider and Meta, separate from our per-minute calling rate. Our breakdown of what is included in an AI calling service covers how this and other extras usually appear on a quote, and the full calling costs are in our guide to AI calling costs in India and on our pricing page.

Before you switch on post-call WhatsApp messages, decide which template each outcome sends, keep it as utility where it truly is transactional, and connect it through our integrations.

Frequently asked questions

Is the WhatsApp Business API free to use in India?

No. Meta charges per delivered template message, and from 1 October 2026 it also charges for service replies after the first 1,000 per business phone number each month, according to its FAQ. Messages customers send you are not charged, and messages inside a 72-hour free entry point window from a Click-to-WhatsApp ad or Facebook Page button are free for delivery. Your provider may add its own plan or per-message fee on top.

How much does one WhatsApp marketing message cost in India?

On Meta's INR rate card marked effective 1 October 2026, a marketing message to an Indian number costs ₹0.8631 per delivered message. That is Meta's list rate before any provider fee and before GST. Providers that publish their own India rates, such as AiSensy and Interakt, list marketing between about ₹0.95 and ₹1.09 per message.

Are replies to customer questions on WhatsApp charged now?

From 1 October 2026, Meta's FAQ says service messages are charged per message, with the first 1,000 free each month for every business phone number. In India the service rate on the October 2026 rate card is ₹0.1150. Meta's main developer pricing page still described non-template replies as free when we checked on 14 October 2026, so confirm with your provider how your account is being billed.

Do Indian businesses have to pay Meta in rupees?

Businesses whose Sold-To country is India in Meta's Billing Hub must move all their WhatsApp Business accounts to INR by 31 December 2026. Meta says that from 1 January 2027 it will stop delivering messages from non-INR accounts of those businesses. If your provider bills you instead of Meta, ask them how they are handling the switch.

Who pays for the WhatsApp messages an AI voice agent sends after a call?

With us, WhatsApp confirmations after a call go out through the business's own WhatsApp provider, so the message charges come from that provider and Meta, not from our per-minute calling rate. A booking confirmation is usually a utility template, which is one of the cheaper categories in India.
